In October, the Hind Rajab Foundation (HRF) took aim at the full machinery behind the genocide in Gaza by pursuing legal action against the commander implicated in ordering the attack that killed Hind Rajab; the soldier who destroyed a vital flour mill as Palestinians in Gaza faced starvation; Israeli health officials and doctors accused of providing medical cover for the torture of Palestinian detainees; and the Polish company that supplied the explosives used in bombs indiscriminately dropped on Gaza.
United States: While vacationing in the United States, Sean Glass, commander of the military company implicated in Hind Rajab’s killing, became the subject of an urgent HRF request to the U.S. Department of Justice to investigate and arrest him.
United Kingdom: While visiting the U.K., Israeli soldier and D9 bulldozer operator, Lidor Dafna, became the subject of a criminal complaint filed by HRF. Dafna posted footage documenting his involvement in the demolition of an essential flour mill in Gaza, while half a million Palestinians faced forced starvation.
International Criminal Court (ICC): HRF has filed a request to the ICC Prosecutor to investigate Israeli ministers, the Israeli Medical Association, and doctors over their role in providing legal cover for the torture of Palestinians detained at Sde Teiman.
Poland: A legal coalition comprising the Hind Rajab Foundation (HRF), International Federation for Human Rights (FIDH), and the European Legal Support Center (ELSC) has appealed a Warsaw prosecutor’s decision to dismiss, after just six weeks, its complaint against Nitro-Chem, a Polish company and one of the world’s largest TNT producers accused of knowingly supplying explosives used in the genocide in Gaza.
United States
On 19 October, HRF filed an urgent request with the U.S. Department of Justice to investigate, arrest, and prosecute Sean Glass under the U.S. War Crimes Act and Genocide Statute. Glass, who traveled to the U.S. to vacation, sightsee, and take selfies, commanded the “Vampire Empire” Company of the 52nd Armored Battalion — the same unit as Sean Gor, an Israeli soldier whom HRF is also pursuing in Lithuania.
HRF’s investigation places Glass and his company just a few hundred meters from the vehicle carrying Hind Rajab and her family members at the time of their killing. Based on his position in the chain of command, HRF believes he likely gave the order to open fire on Hind and her family members, as well as on the two paramedics dispatched to rescue them.
The Vampire Empire Company is also linked to:
- The assault on Al-Shifa Hospital;
- The destruction of the UNRWA headquarters;
- The razing of Palestine Square and the Rimal neighborhood; and
- The seizure and destruction of the Rafah Crossing.
Glass is not in hiding. He has openly documented these crimes himself on Instagram, in interviews, and in a self-published book. Certain politicians in the U.S. claim to be committed to accountability for Israeli war crimes—this filing provides the opportunity to test their sincerity.
United Kingdom
On 25 October, HRF filed a criminal complaint with U.K. authorities against Lidor Dafna, a D9 armored bulldozer operator in the 603rd Combat Engineering Battalion, 7th Armored Brigade. On 25 May 2025, Dafna posted footage of a bulldozer demolishing the wheat silos of the Great Ocean Mills, a critical flour-producing facility located between Khan Younis and Rafah.
At the time:
- Israel had blocked the entry of food, fuel, and medicine into Gaza;
- Flour was selling for as much as US$70 per kilogram; and
- More than half a million Palestinians were facing forced starvation.
Israeli armed forces then converted the mill into a military base used to fire on Palestinians seeking food aid from nearby distribution sites operated by the Gaza ‘Humanitarian’ Foundation (GHF).
HRF’s complaint alleges the war crime of starvation as a method of warfare, the crime against humanity of extermination, and acts of genocide.
Under the Geneva Conventions, the U.K. is obligated to seek out individuals suspected of grave breaches and prosecute or extradite them before they leave British territory.
International Criminal Court
On 8 October, HRF filed a complaint with the ICC calling for an investigation into the involvement of Israeli Ministry of Health and Defense officials, the Israeli Medical Association (IMA), medical professionals, and hospital administrators in the torture of Palestinians detained at Sde Teiman. Those named include former Health Ministers Moshe Arbel and Uriel Buso, IMA President Zion Hagay, IMA CEO Leah Wapner, and IMA Ethics Board Chair Yosef Walfisch.
The filing coincided with the 2026 World Medical Association (WMA) General Assembly in Rotterdam, where IMA leaders hold key positions on governance committees, including the Medical Ethics Committee.
On 19 December 2023, Israel’s Ministry of Health issued a directive integrating the field hospital into Sde Teiman’s system of torture and abuse by requiring:
- Medical treatment of handcuffed and blindfolded detainees;
- Staff to sign medical records using professional titles only, obscuring individual responsibility;
- Hospital transfers to be limited to life-threatening injuries or risks of irreversible disability; and
- Forced medical treatment without safeguards.
Medical workers and former detainees documented severe mistreatment, including amputations from shackling and surgery without adequate pain relief. By November 2025, at least 29 detainees had died at Sde Teiman from violence, medical neglect, or both, while the IMA publicly described medical care at the facility as “appropriate.”
HRF is challenging this chain of complicity in torture from government ministers to practicing physicians.
Poland
In June 2026, HRF, the International Federation for Human Rights (FIDH), and the European Legal Support Center (ELSC) jointly filed a criminal complaint against Nitro-Chem, arguing that its representatives aided genocide, war crimes, and crimes against humanity in Gaza by knowingly supplying TNT and other explosives directly to Israel and to U.S. manufacturers of heavy aerial bombs and artillery shells sent as military aid to Israel.
The filing shows that:
- Roughly 90% of the TNT imported by the U.S. comes from Poland, and U.S. weapons manufacturer General Dynamics has identified Nitro-Chem as “the only qualified TNT source for U.S. Bomb Programs;”
- Between October 2023 and July 2024, the U.S. sent Israel at least 14,000 Mk-84 bombs, 6,500 Mk-82 bombs, and 1,000 bunker busters; and
- Nitro-Chem signed new U.S. deals worth roughly US$310 million in 2024 and 2025, after the International Court of Justice (ICJ) found a plausible risk of genocide in Gaza.
After just six weeks, the Prosecutor dismissed the complaint without investigating key issues, including Nitro-Chem’s contractual relationships, knowledge of the weapons programs for which its TNT was supplied, communications with customers, and the subsequent transfer and use of relevant weapons in the genocide. The coalition has appealed the dismissal to the Warsaw Regional Court.
The companies that supply explosives used in Israel’s indiscriminate bombing of Gaza must also be investigated and held accountable.
