Inside the US-Iran Memorandum: The 14 Points Released by IRNA

Iranian state media have published the full text of a 14-point memorandum of understanding between Tehran and Washington.

Iranian state media have published what they describe as the full text of a memorandum of understanding between Tehran and Washington, offering the clearest picture yet of the proposed framework intended to end the war and launch negotiations toward a broader agreement.

According to the text published by IRNA, the memorandum contains 14 provisions covering military de-escalation, sanctions relief, nuclear issues, economic cooperation and regional security arrangements.

1. Immediate End to Military Operations

Iran, the United States and their allies in the current conflict agree to an immediate and permanent halt to military operations on all fronts, including Lebanon. The parties also commit not to launch military attacks against one another, refrain from threatening the use of force and guarantee Lebanon’s sovereignty and territorial integrity.

2. Respect for Sovereignty

Both sides commit to respecting each other’s sovereignty and territorial integrity while refraining from interference in domestic affairs.

3. Final Agreement within 60 Days

Tehran and Washington agree to negotiate a final agreement within 60 days, with the possibility of extending the deadline by mutual consent.

4. End of Naval Blockade and Military Withdrawal

The United States will immediately begin lifting the naval blockade imposed on Iran and complete the process within 30 days. Washington would also withdraw military forces from areas surrounding Iran within 30 days of a final agreement.

5. Maritime Transit Arrangements

Iran will facilitate safe passage for commercial shipping between the Persian Gulf and the Gulf of Oman for a 60-day period, in coordination with Oman and other Gulf states.

6. $300 Billion Reconstruction Program

The United States, in cooperation with regional partners, would establish a reconstruction and economic development program for Iran valued at no less than $300 billion. Implementation details would be finalized in the final agreement.

7. Sanctions Relief

Washington would terminate all sanctions imposed on Iran, including those related to the United Nations, the International Atomic Energy Agency (IAEA) and unilateral US measures, according to an agreed timetable.

8. Nuclear Commitments

Iran reaffirms that it will neither produce nor possess nuclear weapons. Both sides would address the issue of enriched nuclear materials through a mutually agreed mechanism under IAEA supervision.

9. Status Quo During Negotiations

Both parties would maintain the status quo while negotiations continue. The United States would impose no new sanctions and deploy no additional military forces to the region during that period.

10. Oil Export Guarantees

The United States would issue Treasury-backed instruments to facilitate Iranian oil and petrochemical exports until sanctions are fully lifted.

11. Release of Frozen Assets

Washington would make available Iran’s frozen and restricted assets through a mutually agreed mechanism.

12. Monitoring Mechanism

The two sides would establish a joint mechanism to monitor implementation of the memorandum and compliance with any future final agreement.

13. Negotiations on Remaining Issues

Negotiations on remaining issues would begin after implementation of measures related to ending the war, lifting the blockade and introducing financial arrangements.

14. UN Security Council Endorsement

Any final agreement would be adopted through a binding resolution of the United Nations Security Council.
